Licence to Operate a Reach Stacker TLILIC0011

This nationally recognised unit equips participants with the skills and knowledge required to safely operate a reach stacker (greater than 3 tonnes capacity) used in stevedoring, ports, rail yards, and container terminals for lifting and stacking shipping containers. The course covers planning, preparation, hazard management, safe operation, and shutdown procedures in compliance with workplace health and safety (WHS) and licensing requirements. Successful completion leads to eligibility for a High Risk Work Licence (Class RS).

Learning Objectives

By completing this course, participants will be able to:

  • Understand WHS legislation and responsibilities when operating reach stackers.
  • Conduct pre-operational checks, servicing, and equipment inspections.
  • Plan and prepare for lift operations in line with load charts and site conditions.
  • Safely operate a reach stacker to lift, move, and stack containers.
  • Apply risk management and hazard control strategies.
  • Use effective communication methods when working with other site personnel.
  • Follow emergency procedures and shut down equipment safely.

Assessment

Assessment is competency-based and includes:

  • Written/oral knowledge assessment.
  • Practical demonstration of safe reach stacker operations.
  • Observation of compliance with WHS and operational standards.

Certification

On successful completion, participants will receive a:

  • Statement of Attainment for TLILIC0011 – Licence to Operate a Reach Stacker.
  • Eligibility to apply for a High Risk Work Licence (Class RS) through their state or territory WHS authority.

Course Duration

  • Typically 3–5 days, depending on participant experience.
  • Includes classroom theory, practical training, and assessment.

Prerequisites

  • Must be at least 18 years of age.
  • Basic English literacy and numeracy skills.
  • Valid photo identification (for licensing purposes).
  • Current White Card (CPCWHS1001 – Prepare to Work Safely in the Construction Industry) may be required.
  • Participants must wear appropriate PPE (safety boots, high-visibility clothing, hard hat, gloves, eye protection).

If you require Australian Safety and Training Solutions to do this on your behalf, then the cost will be $120 plus GST which will include their passport photo per person.
